MISSION STATEMENT

The mission of the Montgomery County Engineering Department is to plan, design, construct, and maintain Montgomery County's public road and bridge system.


County Maps

Dead Animal Disposal Service

The County provides a Dead Animal Disposal Service based from the Engineering Shop located on 1852 Terminal Road in Montgomery. This service is available countywide at a fee of $100.00 per carcass pickup and is limited to large animals such as livestock and horses. Anyone needing dead animal disposal service may contact the Engineering Administration Office at 334-832-1310 or the County Shop at 334-264-6282.


Driveway Turnout Installation

Driveway Turnout Installation - The Montgomery County Engineering Department will install driveway turnouts on public County road right-of-way at no charge if requested by a private land owner for access, provided the property owner purchases and furnishes the required drainage pipe (size and type to be determined by the Engineering Maintenance Superintendent) for the proposed driveway. The County will provide the clay gravel material and labor/equipment to install the pipe and clay gravel driveway turnout. Large vertical pipe headwalls are unsafe and not approved for placement on County right-of-way (see detail of standard slope paved headwall). Flood Plain Data

Montgomery County has been mapped by the Federal Emergency Management Agency for administering the National Flood Insurance Program. Flood insurance rates are established according to designated flood plain zones. These maps are available for viewing in the Building Permit office located in the Administrative Office of the County Engineer. Inquiries concerning flood plain data should be directed to the County Building Inspector, Perry L. "Lonnie" McGough, at 334-832-1312 or the main office at 334-832-1310.

Building Permit for Montgomery County residences:

A building permit for construction of any structure in excess of 200 S.F. is required before construction begins within Montgomery County’s jurisdiction, located outside the police jurisdictions of the City of Montgomery and the City of Pike Road.  Non-flood prone permits cost $100.00 per structure if construction is begun within six months of issuance.  Permits for construction of structures within flood prone areas require that the structure be elevated above flood stage which is an elevation established by a certified engineer that is at least two feet above flood stage.  The cost for flood-prone building permits is based on a sliding scale according to the cost of the structure.

 


Mailbox Installation

Large mailbox structures are unsafe and not approved for placement on County right-of-way. Mailbox posts should be of a break-away type design that does not pose a safety hazard for the traveling public or does not interfere with the function, maintenance, or operation of the County's road system. Please contact our main office at 334-832-1310 to obtain more detailed information pertaining to mailbox placement and associated safety standards.


Property Development

On December 7, 1998, the Montgomery County Commission adopted a resolution governing lot size for development of subdivisions located outside the legal jurisdiction of any municipality in Montgomery County. This resolution requires a minimum lot size of one (1) acre with a minimum of one hundred (100) feet of road frontage for proposed subdivisions to be served by on-site sewage disposal systems and parallels present requirements for areas zoned Agricultural within the City of Montgomery police jurisdiction that would be served by on-site sewage disposal systems.

Montgomery County will assume maintenance of a subdivision if certain developmental criteria is met such as State of Alabama, Act 97-422, regarding platting of property, that was revised on August 1, 1997, to include the following requirements:


  1. The County Engineer or his designee must review all proposed plats and certify to the County Commission whether the plat meets the County's regulations.

  2. At least ten (10) days prior to presentation of the plat to the County Commission for their consideration, notice of the County Engineer's approval or disapproval must be sent by certified mail to the owner or developer as shown on the plat, to the property owners immediately adjoining the platted land, and to each utility affected.

  3. After the ten (10) day notice period and if the proposal meets the County's regulations, it shall be approved by the County Commission.

  4. If the plat is approved by the County Commission, the plat is then filed in the County Probate office.

  5. This new law is not applicable to subdivisions situated inside the corporate limits of any municipality in the County or sale, deed, or transfer of land by the owner to an immediate family member.

Criteria relative to curb and gutter and right-of-way was established by resolution of the County Commission on January 8, 1990, and is as follows:

  1. For lots within the police jurisdiction with less than two acres must have a 50-foot right-of-way, curb and gutter is required with a 31-foot pavement back to back of curb with sidewalk. Lot size is governed by City Planning Commission.

  2. For lots within the police jurisdiction with two acres or more must have a 60-foot right-of-way, with ditch section and 24-foot pavement without sidewalk.

  3. Lots outside the police jurisdiction must have a 60-foot right-of-way, with ditch section and 20-foot pavement without sidewalk. Lot size is governed by the Health Department.

  4. All drainage ditches must be concrete lined to be County approved for maintenance. Any other questions concerning the criteria for County maintained subdivision development, please contact the County Engineer at 334-832-1310.


Road Assistance

The Montgomery County Engineering Department maintains approximately 645 miles of County roads and 215 bridges. This primarily includes pavement patching, repair, or resurfacing; roadway shoulder maintenance; mowing road right-of-ways; maintaining proper roadway drainage; inspection, maintenance, or repair of bridges; and signage. For maintenance purposes, Montgomery County is divided into three (3) Maintenance Districts and a Bridge Maintenance division located as follows:

District I - Gary W. Strickland, Superintendent, 1800 Terminal Road, 334-264-6289. District I maintenance area is located north of Union Academy-Ada Road, Sprague Junction Road, and Paulk Road; west of Mt. Zion/Woodley Road; and on the west and north side of the City of Montgomery city limits.

District II - Nolan L. Dicks Jr., Superintendent, 2093 Merwether Rd., 334-288-3712. District II is located north of Gibson Road, Goodwyn Road, Canty Road, and U. S. 82; east of Mt. Zion/Woodley Road; and on the east side of the City of Montgomery city limits.

District III - George W. "Buddy" Macon III, Superintendent, 5596 Hickory Grove Road, 334-562-9490. District III is located south of and includes Union Academy-Ada Road; Sprague Junction Road, Paulk Road, Gibson Road, Goodwyn Road, and Canty Road; and on the south side of but not including U. S. 82.

Bridge Maintenance - Jesse D. Kirkland, Superintendent, 5596 Hickory Grove Road, 334-562-9486. Bridge Maintenance is Countywide outside the City of Montgomery.

Also, there are approximately 60.2 miles of roads located within the City of Montgomery city limits which are maintained by Montgomery County. Road Signs

The Engineering Department of Montgomery County maintains all roadway signs for traffic control and road name. Our Sign Shop also fabricates road name signs for private property development for a fee of $100.00 per sign. Trash Transfer program is a General Fund, County Commission funded project that is administered by the Engineering Department.  The station is located at our District III maintenance division at 5596 Hickory Grove Road.  It is a free service for the citizens of Montgomery County to dispose of household garage on Tuesday, Wednesday, Friday and Saturday from 7:00 AM to 5:30 PM.

 

Mosquito Spraying program is also a General Fund, County Commission funded project that is managed by the Engineering Department.  This program provides spraying for mosquito control in the rural Montgomery County area during the PM hours of Monday through Thursday of the week.
